Master of Public Administration (MPA)

Stefani Carter is a native of the Bronx, New York but calls DeKalb home. She has worked at the DeKalb County Board of Health since 2002. Currently, she serves as the Maternal and Child Health Manager at DeKalb County Board of Health. Under this title, Ms. Carter manages federal state, county, and grant funded programs including Babies Can’t Wait, Children’s Medical Services, Children 1st , WIC, and Adolescent Health and Youth Development and has served in that role for six years. She was actively engaged throughout the pandemic as the Mass Care Deputy Director focusing on SPOC operations including scheduling, staffing, and organizing for both the testing and vaccination phases. Prior to this, she was the Supervisor for the Babies Can’t Wait program. She also managed her own private practice therapy company Speech 2 Me Communications, LLC for speech, occupational, and physical therapy services. Her expertise lies in therapy and intervention, program management, community outreach and partnerships, and maternal and child health services.

Stefani has managed to secure several grant opportunities for the Board of Health focusing on Asthma, Sexual Bullying and Awareness, Early Literacy, and Fostering Family Leaders.

Ms. Carter holds a M.A. in Audiology and Speech Language Pathology from the University of Memphis and a B.S. Ed in Communication Sciences and Disorders from the University of Georgia. She is recognized as a Certified Public Manager. She also completed her Certified Public Manager (CPM) training at the University of Georgia. This program is designed to improve the quality and efficiency of government agencies by developing the effectiveness and professionalism of managers. The Certified Public Manager (CPM) is professional designation established for the purpose of improving performance and advancing best practice standards for public sector managers. It is also a comprehensive management development program based upon a selected set of competencies. If this is not enough, Ms. Carter has enrolled again at the University of Georgia in the Master of Public Administration program focusing on public policy.

Stefani is a world traveler listing her favorite locations as Venezuela, Hong Kong, Turks and Caicos, and Dubai. Her greatest accomplishments are her children. She also enjoys college football- Go Dawgs, reading for Book Club, and cooking authentic Thai recipes. As a lifetime member of Alpha Kappa Alpha Sorority, she often reflects on Luke 12:48, “To Whom Much is Given, Much is Required.”

Since 2002, I have worked at the DeKalb County Board of Health in various roles to protect the most vulnerable. Over the past 6 years, I served as the Maternal and Child Health Manager where I managed federal, state, county, and grant funded programs including Babies Can’t Wait, Children’s Medical Services, Children 1st, Adolescent Health and Youth Development, Mothers Offering Resources and Education, and Women, Infants, and Children. My desire is to see a thriving and healthy DeKalb. My expertise lies in therapy and intervention, program management, community outreach and partnerships, and maternal and child health services where I fight for those in need. I also served on the COVID-19 response as Mass Care Deputy Director where I was responsible for scheduling, staffing, and organization of testing and vaccine operations.

I am a native of the Bronx, New York, but I call DeKalb County my home. I hold an M.A. in Audiology and Speech Language Pathology from the University of Memphis and a B.S. Ed in Communication Sciences and Disorders from the University of Georgia. I am a Certified Public Manager and was trained at the University of Georgia. In addition, I am currently enrolled at the University of Georgia in the Master of Public Administration program focusing on public policy.

I look forward to leading the Community Health Division at DeKalb County Board of Health, to expand our services beyond the health center walls, and to increase our footprint in the community.
