Emma Bibina’s dissertation, Localism Under Pressure: Candidate Strategies in an Era of Congressional Nationalization, examines when local representation continues to shape electoral accountability in an increasingly nationalized political environment. Supported by a Rapoport Family Foundation Doctoral Dissertation Survey Research Grant, the project draws on an original YouGov survey of 2,000 U.S. eligible voters and combines survey experiments, observational analysis, and supervised text classification.

Her work also addresses constituency service, congressional earmarks, candidate self-presentation, lobbying, and legislative voting power. Her publication pipeline includes forthcoming chapters in New Directions in Congressional Politics and Interest Group Politics. She is also a co-developer of the sov R package.

Emma Bibina has taught American government as an Instructor of Record and Teaching Assistant and provides methodological support to graduate students through UGA’s SPIA Methods Help Desk. Her commitment to teaching was recognized with the University of Georgia’s 2025 Outstanding Teaching Assistant Award.
