Dr. He is a joint professor in the Department of International Affairs and the Department of Public Administration and Policy. His research interests lie in the areas of comparative politics, international relations, and public administration. His work studies authoritarian politics, bureaucracy, civil and international conflicts, and historical political development. He is currently working on a book project that examines the consequences of political control over bureaucracy in authoritarian states.
