Doctor of Philosophy (PhD) in Public Administration

Victoria Bethel is a fourth-year PhD candidate and a research assistant studying Health Policy at the University of Georgia. Victoria is also a Registered Nurse whose research interests are centered on health policy and health services. Her work primarily focuses on policies affecting substance use and patients with substance use disorder along with the intersection of the healthcare workforce and patient outcomes. Most of her research uses econometric methods and insurance claims datasets, with special interest in Medicare and Medicaid. Victoria is the inaugural Nurse Leadership Legacy Fellow in the Department of Public Administration & Policy at the School of Public & International Affairs.
