Doctor of Philosophy (PhD) in Public Administration

Dan is a Ph.D. Student concentrated on Public Budgeting and Finance. Before coming to UGA, Dan earned a MPA from the University of Pittsburgh, where he also completed a BS in Mathematics, a BA in Economics, and minors in Computer Science, Chemistry, and Hispanic Language and Culture. Dan’s work focuses on the unique financial challenges faced by local governments and adapting traditional policy approaches to suit their needs. Dan also has a wide variety of professional experience that influences his research, including as Judge of Elections for the 11th Ward, 11th District of Pittsburgh, consultant for local governments, and a series of nonprofit positions, most recently as CFO and COO of NACURH, Inc. Outside of school, Dan is an avid home cook, travels to visit the national parks, and runs Spartan Races between conferences.

Dan started his academic career at the University of Pittsburgh, where he earned a BS in Mathematics, a BA in Economics, and minors in Computer Science, Chemistry, and Hispanic Language and Culture over the course of five years. After completing his undergraduate degrees, Dan sought to apply those skills for public good, and enrolled in Pitt’s Graduate School of Public and International Affairs (GSPIA) MPA program. At GSPIA, Dan studied Policy Research and Analysis, and successfully defended his thesis, “Cutbacks, Capacity, and Capital, a 50-year Analysis of Capital Spending Behavior in Pennsylvania Municipal Governments”. During his MPA, Dan published an article on AI applications in data analytics in the Pitt Policy Journal, along with three peers. Dan also served as a Lead Editor for the Pitt Policy Journal. In July 2024, Dan was invited to join a selective group of peers at ASPA’s 8th International Young Scholars Workshop in Budapest, where he presented a research paper on administrative capacity and capital spending in local governments.

Career Goals
