Adjunct Faculty, Department of Public Administration and Policy

Mark is the co-founder and President of GovDirections a research consulting firm monitoring government spending practices. He is a pioneer in procurement aggregation and also the founder of GovernmentBids.com, which was acquired by a publicly owned company (TSX:MDF) in 2003.

He holds Bachelor of Arts (1988) and Master of Public Administration (1990) degrees from the University of Georgia. Mark is also a graduate of Georgia Tech’s Economic Development Institute, Robert E. Knox Municipal Leadership Institute, and Leadership DeKalb. He has served on several state and local level boards including Georgia’s Department of Labor and Department of Revenue advisory boards.

Since 1988, Mr. Knowles has served as a Principal Consultant with Condrey and Associates and on-call Human Resource Management Consultant with the Carl Vinson Institute of Government at the University of Georgia where he held Adjunct Faculty and Adjunct Public Service Assistant status in the early 2000s. Mark has provided technical assistance in various areas of human resource management, productivity improvement, and cost analysis to more than 300 cities, counties and state agencies in 34 states.

From 1990-2000, Mark served as Manager of Policy for the Georgia Municipal Association for 10 years specializing in local government taxation and finance policy. He represented the positions of Georgia’s municipalities before the United States Congress and Georgia General Assembly.
