Bullock article cited in Supreme Court decision
SPIA professor Charles S. Bullock’s article, “The Demise of Racial Districting and the Future of Black Representation,” was cited by Justice Anthony Kennedy in the Supreme Court decision Bartlett v. Strickland decided on March 9. Co-authored with Richard E. Dunn, the article appeared in the Emory Law Journal in 1999. Charles S. Bullock is the Richard B. Russell Professor of Political Science in SPIA’s Department of Political Science.
